What is e-utthaan?

Minister of State for Social Justice and Empowerment Ramdas Athawale clarified in a written reply in Rajya Sabha that e-utthaan is not a project, but a portal.

What is the purpose of e-utthaan portal?

• The government is committed to the upliftment and development of all the weaker sections of society, particularly the Scheduled Castes (SCs). 

• As part of the socioeconomic and financial inclusion strategy of the government to ensure that all segments of the society, particularly the SCs, are benefited. 

• The government allocates funds across ministries/departments for different schemes where targeted financial and physical benefits can accrue to the SCs. 

• The allocation under the scheme of welfare of SCs deals with this matter across ministries through earmarking of a certain percentage of funds exclusively for welfare of Scheduled Castes.

• Since 2017-18, the ministry of social justice and empowerment has been made the nodal ministry by the NITI Aayog for outcome based monitoring of expenditure in these sectors by all the ministries/departments, for welfare of SCs, which deal with this matter, through earmarking of a certain percentage of funds exclusively for welfare of SCs. 

• The ministry has developed a web portal (e-utthaan.gov.in) for capturing online data based on the funds allocated from various ministries/departments on the financial, physical and outcome based monitoring indicators.

• All the central sector/centrally sponsored schemes under the Allocation for Welfare of Scheduled Castes (AWSC) are monitored from the year 2017-18. 

• The financial progress made by the department/ministry is monitored through the Public Financial Management System (PFMS). 

• Nodal officers have been appointed by the concerned department/ministry to upload the information directly in the portal. 

• The portal was devised by the National Informatics Centre (NIC) cell based on a framework provided by NITI Aayog.
