National Skill Development Corporation (NSDC), under the aegis of Ministry of Skill Development and Entrepreneurship (MSDE), trained a total of 23,254 candidates and certified 22,455 in the past three years for international mobility, Minister of State for Ministry of Skill Development and Entrepreneurship Jayant Chaudhary said in a reply in Rajya Sabha on April 2.
How was this achieved?
• The Union government has been working towards establishing institutional mechanisms to foster the global mobility of Indian workers as well as students, academicians, researchers, business persons, etc.
• The government has been proactively furthering the mobility for Indian workforce through diverse MoUs/agreements, which establish a robust framework for legal migration.
• These agreements/MoUs seek to enhance global employment opportunities for Indian workers while protecting their labour rights, preventing irregular migration and supporting skill development.
• The ministry has MoUs or Memoranda of Cooperation (MoCs) with seven countries — Australia, Denmark, Japan, Germany, Qatar, Singapore and the UAE — for cooperation in skill development and vocational education and training.
• Focused on increased opportunities for Indian workforce, both domestic and global, these agreements facilitate technical exchanges, collaborative training programmes, qualification recognition, and sharing of best practices.
• NSDC studies demand for Indian skilled workforce across various countries and skills required for the Indian workforce corresponding to the relevant international market. The training required for this purpose is provided through NSDC and its training partners.
National Skill Development Corporation (NSDC)
• National Skill Development Corporation (NSDC) is the principal architect of the skill ecosystem in the country.
• NSDC is a Public Private Partnership firm set up on July 31, 2008 under Section 25 of the Companies Act 1956 (corresponding to Section 8 of The Companies Act, 2013).
• The government, through the ministry of skill development & entrepreneurship (MSDE), holds 49 per cent of the share capital of NSDC, while the private sector has the balance 51 per cent of the share capital.
• NSDC was established to catalyse the skilling ecosystem for private sector participation and be the strategic implementation and knowledge partner to Skill India Mission to build efficient vocational training initiatives, empowering India’s youth.
• NSDC implements various skilling schemes of MSDE and other ministries/departments, such as Pradhan Mantri Kaushal Vikas Yojana, National Apprenticeship Promotion Scheme and PM Vishawakarma including market-led fee-based programmes across the country.
• NSDC provides support to enterprises, startups, companies, and organisations that are creating an impact by offering a world of opportunities in futuristic skills to the potential workforce.
• The organisation develops appropriate models to enhance, support, and coordinate private sector initiatives in skilling by offering funding support to eligible entities, concessional loans to the candidates along with other innovative financial products and building strategic partnerships.
NSDC undertakes the following activities:
i) Incubation and governance of Sector Skill Councils.
ii) Financing of private training providers through social impact funding.
iii) Industry connect and participation.
iv) Implementation support to government schemes.
v) Support through standards, quality assurance and courseware.
vi) Promotion of digital skills and skills for ‘future of work’.
vii) Providing advisory services to states, government, private sector and international partners.
viii) International collaboration in skill ecosystem.
ix) Market analytics.
x) Technology-led enablers for robust monitoring, reporting and evaluation systems.
• Apart from implementing government funded schemes, NSDC earns income from various sources such as skill advisory services and management fees on implementation of private programs, including Corporate Social Responsibility (CSR) funded projects.
