National e-Vidhan Application (NeVA)

• National e-Vidhan Application (NeVA) has achieved a significant national footprint with 20 legislatures functioning as ‘Digital Houses’ using the platform.

• Rajasthan, Odisha, Uttarakhand, Puducherry and Delhi adopted the platform in the year 2025.

• The initiative, which enables paperless legislative functioning, is funded through 100 per cent central assistance by the Ministry of Parliamentary Affairs.

• It is a major stride towards transparent, efficient, and environment-friendly governance. 

National e-Vidhan Application (NeVA)

• National e-Vidhan Application (NeVA) is an e-governance project under Digital India Mission which seeks to achieve the vision of ‘Digital House’ by converting state legislatures into ‘paperless e-Assemblies’.

• It is built on the principle of “One Nation, One Application”, providing a common digital platform for all state Legislatures to conduct their proceedings in a completely paperless, efficient, and transparent manner.

• NeVA is a work-flow system deployed on NIC Cloud MeghRaj 2.0 which helps to conduct the proceedings of the House smoothly in a paperless manner.

• It also aims to assist the Members of the legislatures to use the latest Information and Communications Technology tools for preparing themselves for participation in the legislative debates more effectively.

• The Ministry of Parliamentary Affairs has been designated as the nodal ministry for implementation of NeVA Mission Mode Project in all states and Parliament. 

• The mission aims to enhance legislative procedures by promoting greater efficiency, accessibility, and sustainability. 

• By digitising House business and providing real-time access to documents, it enables seamless coordination among legislators and secretariat staff. 

• Its device-agnostic nature allows it to be accessed seamlessly across smartphones, tablets, laptops, and desktops, ensuring that legislators can manage legislative business from any device, anytime, anywhere.

• Designed for paperless operations, NeVA provides real-time access to key legislative documents, such as agendas, Bills, and reports. 

• The platform features a secure digital repository, safeguarding the confidentiality and integrity of legislative data. The platform also offers multilingual capabilities, catering to the linguistic diversity across states and regions, making it accessible to a broader range of users.

• As many as 28 state/UT legislatures have signed MoUs for its implementation, and 26 of them have already received project funding.
