• The 25th foundation day of the Bureau of Energy Efficiency (BEE) was celebrated in New Delhi on March 1.
• The BEE@25 logo was formally released to mark BEE’s entry into its 25th year.
• Union Power Minister Manohar Lal Khattar outlined key achievements under major BEE initiatives.
Bureau of Energy Efficiency
• The Bureau of Energy Efficiency (BEE) is a statutory body under the Ministry of Power.
• It was established under provisions of the Energy Conservation Act 2001, to promote efficient use of energy and its conservation.
• The government of India set up BEE on March 1, 2002.
• The primary objective is to aim for reducing energy intensity of the Indian economy.
• This would be achieved with active participation of all stakeholders, resulting in accelerated and sustained adoption of energy efficiency in all potential sectors of the Indian economy.
• The Energy Conservation Act provides a legal framework for energy efficiency initiatives in the country.
• The Bureau is spearheading the task of improving energy efficiency in various sectors of the economy through regulatory and promotional mechanism.
• BEE coordinates with designated consumers, designated agencies and other organisations, recognises, identifies and utilises the existing resources and infrastructure, in performing the functions assigned to it under the Energy Conservation Act.
Objectives of BEE:
i) To develop policies and programmes on efficient use of energy and its conservation with the involvement of stakeholders.
ii) To plan, manage and implement energy conservation initiatives as envisaged in the Energy Conservation Act.
iii) To assume leadership and provide policy framework and direction to national energy efficiency and conservation efforts and programmes.
iv) To demonstrate energy efficiency delivery mechanisms, as envisaged in the Energy Conservation Act, through public-private partnership (PPP).
v) To establish systems and procedures to measure, monitor and verify energy efficiency results in individual sectors as well as at the national level.
vi) To leverage multilateral, bilateral and private sector support in the implementation of programmes and projects on efficient use of energy and its conservation.
vii) To promote awareness of energy savings and energy conservation among targeted groups of consumers.
Promotional Role
The promotional role of BEE primarily includes:
i) Create awareness and disseminate information on energy efficiency and conservation among masses.
ii) Arrange and organise training of personnel and specialists in the techniques for efficient use of energy.
iii) Strengthen consultancy services in the field of energy efficiency.
iv) Promote research and development.
v) Develop testing and certification procedures and promote testing facilities.
vi) Formulate and facilitate implementation of pilot projects and demonstration projects.
vii) Promote use of energy efficient processes, equipment, devices and systems.
viii) Take steps to encourage preferential treatment for use of energy efficient equipment or appliances.
ix) Promote innovative financing of energy efficiency projects.
x) Give financial assistance to institutions for promoting efficient use of energy and its conservation.
xi) Prepare educational curriculum on efficient use of energy and its conservation.
xii) Implement international co-operation programmes relating to efficient use of energy and its conservation.
