What is ‘Nirbhay Chetna’ initiative?

• The Ministry of Panchayati Raj launched a nationwide training initiative for male elected representatives of rural and urban local bodies on women’s safety, dignity and gender-responsive governance under its ‘Nirbhay Raho’  campaign.

• The three-day training programme, titled ‘Nirbhay Chetna: Leadership through Equality’, began on June 17 and is being implemented under the ‘Nirbhaya Fund’.

Significance of Nirbhay Chetna 

• Nirbhay Chetna is a component of the ministry’s Nirbhay Raho initiative launched in March 2026.

• It aims to engage over 17.5 lakh male elected representatives across the country as partners in advancing women’s safety, leadership and equal participation in public life.

• The programme will be implemented through a cascading training architecture involving around 28,500 master trainers at the state, district and block levels.

• The initiative is among the first structured learning programmes in India designed specifically for male elected representatives and to promote gender-responsive governance through behavioural change, inclusive leadership and community engagement.

• The training module, ‘Panchayat Leaders for Gender Justice’, uses interactive exercises, role-plays, simulations and action-planning sessions to encourage participants to reflect on social norms, gender stereotypes and leadership practices.

• The programme also seeks to equip representatives to identify and address gender-based violence, strengthen women’s participation in Gram Sabhas, create safer public spaces and integrate gender perspectives into Panchayat planning, budgeting and service delivery.

• Nirbhay Chetna is one of the three pillars of the ministry’s broader Nirbhay Raho campaign.

The other two are:

i) Nirbhay Netri -  It focuses on legal literacy and leadership development for women elected representatives.

ii) Nirbhay Drishti - It envisages the installation of CCTV cameras at strategic rural locations to strengthen technology-enabled safety infrastructure in panchayats.
